Is there an actual phone number I can call to speak to someone to find out why my SIM card doesn't register on a network?

I think the email support channel says it can take up to 48 hours for SMARTY to reply. In my experience SMARTY take more than 2 days to reply to email messages.
I'd suggest the best channel for help with your SMARTY account is web chat, which is available online from 8am-8pm, 7 days a week.
Go to https://smarty.co.uk/contact, and scroll-down to "Other ways to get help".
SMARTY don't provide a telephone support helpline.

Why not try web chat? I have never had to wait very long in the past.

Does your sim show as activated on your dashboard? When did you first activate it?
Smarty don't offer telephone customer support, in common with a number of other network offshoots. Support generally via web chat and this reduces costs.
