CGNAT is your problem! APN is only needed when roaming abroad. You could put Mickey Mouse in the APN field while in the UK and data would work just fine.

Apple has just released carrier profile 64.2 which fixes the issue. Go to Settings > General > About and you should get a popup allowing you to install the new carrier profile.
