Two wasted days
Two Days I've been with Smarty, ready to leave. Apparently you need a Volte compatible device. Maybe the website should reflect this.

are you just unable to make calls or have smarty completely blocked your device from connecting to the network

Sounds like you might be in the Midlands area, where SMARTY Mobile have just switched-off their 3G mobile network, GlynAll_2688290.
O2 might be a better choice - they've got a 2G network, and haven't announced plans to switch-off their 3G network (yet).
