I lost my phone number during PAC transfer, I transfer from SMARTY to ThreeUK, I have contacted both companies and they told me that my number are not with them. what can i do ?

If Three UK accepted your PAC (from SMARTY), they (Three UK) are 100% responsible for transferring the number you wanted to keep.
This is stated in the regulations for mobile number transfers, as laid out by the industry regulator OFCOM.

@Chris_1887068 I totally agree with @Chalkychap here. Presumably you asked Smarty for a PAC code and then used it to go through Three's process to get them to port the number over to their network.
Can you be certain that you did follow the correct procedure for both companies? If so, remind Three of their responsibility. (Is there any evidence that you can find on your Three account dashboard, or equivalent?)
