I'm sorry, but there isn't enough info for us to really help you here.
Don't forget, your Smarty plan will only work in the EU and is limited to 12Gb of data.
If you are outside the EU, you will need to add some money to your account to pay for usage. Not sure if you have seen the Price Guide: https://cdn.smarty.co.uk/files/SMARTY-Price-Guide.pdf. this will show the prices dependent upon where you are.
Wifi is often free in many places and so can be useful while overseas. I'm assuming that you have some internet access as you have been able to post here - maybe have a webchat with Support Team if there are still problems.

My wife and I are members of a family group and have similar accounts with Smarty with at least 12GB per month each. We are currently in Ireland. Both phones are set the same with roaming and mobile data enabled. I have data access but my wife doesn't. Furthermore, although I have data access tethering as a hot-spot doesn't work. According to the Smarty terms everything should work like at home. Why doesn't it?

@AlanRou_1462104 Are you sure that she has not already reached the 12Gb limit? She should have received an sms warning that she was near that limit.
Alternatively, has she changed to correct settings for data roaming?
