An email says my sim is activated but it isn’t activated on my phone. 
if I use my O2 sim the phone works

Anyway, SMARTY community members can't access SMARTY customer accounts, which is probably needed here to check the progress of your number transfer to SMARTY.

So, have you / are you :

Checked that you have coverage on Three, Smarty’s parent network, where you live, work and socialise ?

Bought and activated a plan, and checked its active on your dashboard ?

Are you in the UK or abroad ? (If abroad, the APN in your device, whether it’s a phone or mobile broadband device. needs to be set to “mob.asm.net”)

Does it actually show as an active plan on your dashboard?
