Probably he received the email from SMARTY saying that it can be activated (not that it is activated).
Then it is EXACTLY the issue I have with SMARTY: I ordered the SIM card almost two weeks ago. The first one didn't arrive. Then, the option to request a second one became active and I ordered a replacement. It didn't arrive either. I usually receive cheap stuff from China without any issues, but I can't receive a SIM card shipped from UK because the employees at SMARTY cant properly write an address.
