All is working ok now. Think that the port was not fully complete even though Smarty email 5 hrs ago said it was.Thanks everyone for your help. 

That's difficult to say. I tried from a Giffgaff phone but that was also my previous provider. That was the only phone I had

I have now restarted the phone and checked Call Forwarding is set to None. The Voicemail that the caller hears is from their network not Smarty. Incoming texts are also failing.
