I tried recording a personal greeting but each time the beginning was cut off, I’m certainly waiting until the beep ends to start speaking, I’ve even waited a few seconds & it is the same. Is it a bug or intentional?

Try a network reset.Settings>General>Transfer or reset iPhone>reset>Reset network settings. You’ll have to set up any WiFi connection again afterwards.
