Not at the same time, no. 

IIRC, Vodafone offered this service some years ago, but no longer. 

No UK network currently offers such a service.

As @JJP2 has said, the same number can't be simultaneously used in 2 phones, but the SIM can be taken from one unlocked phone to another. I guess that's not quite what you want.
