I can’t text or make calls 2 months it’s been going on?

I really need to get this resolved now I have asked for help trying to resolve this matter of not being able to ring out or send a text for 2 months now?! I can use my data and receive calls and texts I just cannot do the simple thing of what a phone is for and ring out or txt not even emergency number will ring, it just says you can my call cannot be connected?? Please help me out with this it’s gone on to long?
