My wife has a locked phone on EE. We have a new SIM card but need to unlock her phone, how can we do it?

As @WelshPaul says, where a phone is locked to a particular network, then only that network can unlock it legitimately. (Perhaps best not to be tempted to go to independent phone shops that may offer to do it).
