Three vs Smarty

This link suggests Smarty users don’t get access to the full Three network (band 20). Is this true?

It was true at the time of that thread, but it's not true now - Smarty has access to the full Three network these days.
There is no restrictions / throttling on Smarty.
Also, the article you referenced is dated 14th January 2020, so it’s three and a half years old, so it may well contain inaccurate and out of date information.
