Data plan or voice and data - unlimited

If the unlimited data SIM is £20 per month and the unlimited data plus voice and text, is £15 (current offer) is there any reason not to go for the cheaper voice and data plan to use for data modem/router in the UK and as a roaming SIM when travelling in the EU?

Is there a difference in the T&Cs?

It's not obvious, but data only SIM plans have the following statement online:

Unlike some networks, we won’t slow you down or hold you back. With no speed limits or hotspotting restrictions, you can browse, stream and play to your heart’s content, wherever you are. Plus, our Data Only SIM card can also be used for roaming in EU countries up to our 12GB limit.

This isn't shown online with their SIM only plans with a calls, texts, and data allowance.

In addition, a word of warning @Brookhouse - the SMARTY terms state any plans with UNLIMITED data should NOT be used as a long-term replacement for land-based broadband.
