Wifi calling S24+

I've managed to connect WiFi calling just 3 times. Is it that the Smarty SIM is flakey? Can a SIM wear out? 

I've got a strong wifi signal. I have zero network signal in my area and depend on wifi calling. 

Should I change my SIM or network provider?
