Yes, you can, but will need to change the APN in your device to “mob.asm.net” - Details of how to do this are this sub-section of the forum, the FAQ and the new help videos. 

In the EU, you will have up to 12 GB of roaming data, depending on your plan. 

Outside the EU, you will need to buy a data add on.

@ColinRimm_21502 As WhatsApp relies on data, then you can use it when you have Data Roaming - free up to 12Gb in EU, charged elsewhere according to Price Guide.
