I have two phones, one already has a smarty SIM and number. I ordered another SIM for another phone using a different network and requested the number be transferred to that SIM. However when the new phone SIM was activated I was told the other phones number had been transferred to the new SIM?

The only way the Smarty SIM's number could have been transferred to the new SIM on another network is if you requested a PAC from Smarty, then gave that PAC to the other network.
Did you request the PAC by texting 'PAC' to 65075? If so, it seems you have accidentally done this from the Smarty SIM in the first phone.
