No, it won’t UNLESS you buy an add on, as phoning the Republic of Ireland is an international call.
You could always use WhatsApp, which uses data, so the call would be free, but both you and the person you are calling would need WhatsApp installed on your phones.

Calling outside the UK to a non-Uk number is an INTERNATIONAL call and is therefore not included within your Smarty plan.
You will need credit to pay for such a call - prices are given in the Price Guide on the smarty web site.
The better option, if possible, is as @JJP2RidesAgain advises.

Voxi allow calls to ireland

Yes, if its northern ireland, which is part of the UK, both Smarty and Voxi include calls to northern ireland in their plans, as will all UK networks of course, due to northern ireland being part of the UK.
If you are calling the Republic of Ireland, with both Voxi and Smarty, that's an international call, so credit or add ons must be used. Again, this will of course be the same with all UK networks.
