Phone not working in Spain

I have previously set up my phone to be able to use it in Spain. I am currently in Spain and I did not reset my phone before I left the UK as on previous visits I have not needed too. I need to make a phone call to the UK and I keep getting the message "sorry you have not been given access to this service".  Could anyone  please let me know what I need to do to rectify this situation please?

Please review your settings to ensure they are configured for roaming, allowing you to use our services while in the EU. Additionally, confirm that you have sufficient data remaining and have not exceeded the 12GB limit allotted for EU roaming.
