@GaryBet_2159589 Firstly, are you both on the same network? My wife and I were frequently on different networks while there last week (Yoigo & Movistar). Even on 3G, I was able to access data with not much problem - I guess it depends upon what you are trying to get.
I do wonder whether networks offer a better service to their own customers and may restrict people who are roaming on their network. Can't say I blame them really - I would hope that UK networks do the same and favour their own customers.
