My phone is at its maximum iOS  12.5.7 being a iPhone 5s

Why am I unable to set up my voice mail facility??

You DO have voicemail on Smarty, but I suspect you are expecting iPhone visual voicemail, which Smarty has never offered. 

Call 123 from your SMARTY SIM or +447782333123 from another device to access your voicemail.

Have you dialled 123 to try and set it up?
