@William_3155643 It won't make any difference to your CCTV whether the SIM is data-only or data, minutes and texts (plus, its often actually cheaper on Smarty to get a SIM with minutes, data and texts than it is for a data-only SIM for the same amount of data).
So there's something else going on here that's stopping the SIM working. Could the CCTV camera be locked to a particular network? Have you set the APN setting for the SIM's data connection to 'mob.asm.net'? Does the CCTV support a 4G connection, and have you checked Smarty have coverage where you are?
