New sim activation

I've recently received a new SIM and have been trying to activate it, but I keep encountering the "account closed" issue. I also have a PAC code to transfer my number. 
 
Can you help me resolve this? Should I consider making a new email address, or is there a way for you to cancel the old details and start fresh?
