I have had a message to say I have used 80% of my data. But I have an unexpired data add-on will this kick in when my current data is exhausted. I am in Portugal?

Is Iceland  in EU? I can only make a call by buying an add-on but it do ies not appear in Smarty list of countries outside EU?
