@Burge You will need to check in the Settings that the APN is set to mob.asm.net.
Your device connects to a mobile signal - not actually wifi, which is different.
In some cases, it appears that people roaming overseas don't get the same speeds as the locals on the network and so you cannot guarantee being able to stream TV.
I'm not sure how you work it with a device like that, but somehow you should be able to try all of the networks available in the area to see which is best - otherwise your device links automatically to what is the best mobile signal at that moment (but it's not always the best long-term).
