Max 4G D/L + Data Only SIMs

Just wondered what the max real world 4G (without LTE-A) are? I think I've only ever seen upto 20 down.

Also is there a difference in data performance between regular and data-only Smarty SIMs? There doesn't seem much of a price difference...
