Says that they have refunded my order but Its still saying that its awaiting my phone number?

So basically I'm new to smarty and I know that there is an outage with 3 atm. But what's going on that its saying they have refunded my order but its still awaiting my number like the sim card is still on its way I'm not sure what to do.

I have been reading up things online of when their sim cards have been dispatched that I would receive a message but I haven't. How else am I be able to contact them?
