Not recieving phonecalls

Hi.. I have had issues with receiving phonecalls for years! It's a sporadic problem. I am sometimes not able to make or receive calls.  I thought it was the device and went through a lot of trouble shooting but nothing helped.  I now have a brand new device, and the problem continues!! Before leaving smarty I thought I'd try this. Any suggestions??
