• Since using iPhone in Europe now unable to send iMessage just showing as text message  Do you need to re adjust settings as you did to use roaming in Europe  nothing to do with recipients not on WiFi as have checked this

Have you spoken to Apple support about this, @Rosalin_2680537? 

The iMessage service is provided by Apple, not the service provider (SMARTY).
