Sorry you're not given access to this service

I keep getting a "sorry you're not given access to this service" message when I try to call some numbers (one being a District Council nr ).  I  wanted to report a problem in the park where I was and was unable to do so since the access was refused. I had to ask someone else to do it.  

I also noticed that when I go abroad, I can't call, nor text or whatsapp (even though I turned on the access).

Is there someone who could help because this is extremely annoying. I can't see the point of having a phone if I can't place calls.
