The way that Smarty keeps costs down in by having web chat Support Teams and not offering phone service. At busy times they take a little while to get back to you, but it usually works.
Roaming is explained in the Price Guide: https://cdn.smarty.co.uk/files/SMARTY-Price-Guide.pdf
To obtain a PAC code to switch provider, the information is here: https://help.smarty.co.uk/en/articles/5046090-request-a-pac-in-60-seconds
I hope this is helpful.

Hi, just wasted time typing in to chat, no reply and got made to sign in again…this is why I need to SPEAK with someone re unblocking my account, terms of contract you are proposing and roaming options. Also, want the numbers/codes I need to switch provider. Please can you ring me?

To get a PAC from your existing service provider, text "PAC" to 65075 using the service provider's SIM. You've then got 30-days to give your PAC to your new provider. This closes your old provider's account, and transfers your mobile number to your new provider.
All SMARTY plans allow you to use your plan's allowances while roaming within the EU, subject to a limit of 12GB/month for EU roaming mobile data.
There's online help for SMARTY's terms & conditions at:
