No Data Roaming in France (Paris)

Went to Paris for 4 nights in June, only connection was 'FREE' and this only gave 3G which never worked. Did all the settings etc before we went, and during our time there tried different networks but got absolutely nothing the whole time. Even my wife's personnel hot spot would not work. My phone is iPhone SE

Tried contacting help, but cannot get through to any humans, very disappointed with this

    geraldp_2980728 It may well be that the networks there prioritise their own local customers over roaming customers. What happened to you seems to be not uncommon.
