I have a new data sim for my TP Link. can I register it in the TP Link or do I have to put it in a phone to start

You can put the SIM into your router and active it using the SMARTY app once logged into your account. Please ensure the router is unlocked to any network so the SMARTY SIM can be used successfully without any issues.
If you struggle to activate the SIM in the router, you can put the SIM into a phone and see if this helps with the activation process.
