Hey
you can check the network status in your area here https://bit.ly/3EzWp6u to make sure you have coverage in your postcode

The phone will call via 4G or 5G network, whichever is available where you are.
Are you perhaps meaning wifi calling? You turn that on from iOS Settings>Mobile Data>THREE>Wi-fi Calling

With an iPhone, you can also turn ON/OFF Wi-Fi Calling from:
Settings > Phone > Wi-Fi Calling

I don't think there's an iOS setting to enable/disable 4G Calling (sometimes called VoLTE or 4G Super-Voice).
The iPhone 12 and 13 handsets support 4G Calling by default, and the Three UK network allows you to make calls on their 4G mobile network using the IMS (IP Multimedia Subsystem) network architecture. This allows IP-based packet-switched calls over the mobile network.
