@Bradley_2186046  ensure that the number has the appropriate country code in front and then send a text as normal. EU Roaming includes calls, texts and data (up to 12Gb max regardless of your plan).

Are you trying to text a UK or French number ?

Are you using the correct international prefix, which is +44 for the UK and plus +33 for France ?

Stating the obvious, but are you in an area where you have coverage ?
