I'm struggling to send sms's to my brother in Europe. Could it be that they're a setting that I need to tweak?

In addition to the sage advice from @Chalkychap if you use WhatsApp to send / receive texts, and also make / take calls, they will be free, as those calls and texts use data and go through WhatsApp’s servers.

Sending an SMS to Europe wouldn't be included in your plan's allowances, @MEIRJO2589779. 

You'll need an add-on to cover the cost of sending an SMS, from the UK to Europe. 

You should find an appropriate add-on from your SMARTY account dashboard.
