Why downloading speed is so slow 60-80 kb/s, on 3g it was 400-800 kb/s?

Both of those speeds are pretty bad, to be fair.

My guess is that either the network is very congested where you are, or there may be a fault with your local mast. Smarty's network status checker may shed some light on the matter.
