Roaming out of EU

Hello, I am pretty desperate and I don´t know how to contact customer service, since August I am in Cape Verde, and my roaming is not been working, I have topped up my out of  plan, and every month I am paying my plan, but I can not receive incoming calls neither call use my smarty sim card.
Please, could someone help me with this problem?
