I am a pensioner so don't use the phone often but I heard landlines will be coming to an end so smarty was the answer but each month I will have a surplus, do I pay for a top up  every month or can I carry this over?

Your SMARTY allowances won't carry over, @JanetHo_1694435. 

After one month you'd need to buy a new plan, to carry on using your mobile phone + SMARTY SIM. 

You also have the option to setup auto-renewal for your SMARTY account, which would avoid having to remember to buy a new plan each month.

@JanetHo_1694435  As @Chalkychap says, the plans last for one month and do not carry over.
