Using the SIM in a 4G dongle

Hi, I recently bought a SIM for use in a 4G dongle but the speed is terrible - download is OK but upload almost non-existent. I notice that SMARTY does allow their SIMs to be used in dongles, but does it need to be a data only SIM? If so how do I swap it / swap plans?
