Some landlords I cannot call
I am unable to make outgoing calls to some landline numbers. I’ve done all the resetting procedures.

I have experienced this before and it has also been raised a number of times.
For what it's worth, I think it is down to the call going from your mobile signal into the landline signal and then out to that organisation's internet based service - too many hops?
I have found that dialing again a little later has always worked.
