Smarty plan from phone to Cellular ipad

The iPad needs data - in your case it will take it from wifi or from cellular data via a sim. As WelshPaul says, it won't act as a phone - unless you have some appropriate app.
I believe IanNico_2380514 wants to receive (and possibly make) calls made to the mobile number attached to the SMARTY SIM when it has been inserted into their iPad. You cannot do this; the Apple iPad isn't and can't be used as a mobile phone. No app will allow this.

WelshPaul What about FaceTime? (Admittedly not all calls can be made though).
Also found a few that may be candidates after a Google search.
FaceTime, yes. I mentioned this in my post below. Traditional mobile calls in and out, no.
