Do you mean:-
That you purchase a SIM/plan and use it for X amount of time and then cancel the plan.
Then restart the plan using the same SIM/number, X amount of time later?
If so, then the answer is NO.
Once a SIM/plan has been activated it needs to be paid for on a monthly basis until you decide you either want to change network (by requesting a PAC code) or you no longer need to use it and so cancel your account (and you will lose your number).
I don't think there is any network that does what you are asking.
The only way to do this is to purchase a SIM/plan when you need it and then to cancel when you don't. You then need to repeat this each time you need to.
The only set back to this is you WILL be given a new number every time.
