As JJP2 mentions, since mobile networks use CGNAT (a type of network translation) it means that a small pool of IP addresses is shared amongst a number of customers. This is also used to conserve the number of IPv4 addresses as that becomes exhausted and is good from a security/privacy perspective - however it can make it difficult to run servers or certain applications .. that is by way of the design of various mobile networks in the UK.
For a fixed IP address it would be better to consider fixed-line/business broadband (AFAIK most domestic fixed-line broadband doesn't offer this as standard).
