Data Sim identification

I've received what appear to be two identical sims for use in a phone. I expected one to be identified as data only for use in my router. Am I overthinking, and does it just depend on what I put in each device and activate for the sims to know what plan they service? It just seems counter intuitive to think the data only sim is not prominently identified. Thanks for your help.
