Cant make calls on new iPhone

I bought a new iPhone this morning and followed instructions to set it up with the same number and staying on Smarty. Do I need to physically move the SIM as most things are working without moving it. Except I cannot make or receive calls and texts dont work either. I have asked for a PAC and tried to input that but the PAC I received is deemed invalid by Smarty. Not sure what to do next?? help please
