I'm currently in North Wales (on Anglesey, postcode LL68 9LU). I've received a text message from 'Rate Advice' informing me of rates to make calls (10p/min to call UK or Isle of Man and 40p/min to call elsewhere). The message advises me to visit smarty.co.uk/raoming for information about how to use my phone abroad. Is this message spam? It was sent at 22.30 yesterday.

@AndrewD_2981855 I wonder if your phone suddenly latched on to a signal from Isle of Man which was stronger that the Smarty signal. This would certainly trigger such a message.
We recently travelled along the France/Germany border and frequently received the same type of message as we flipped between signals.
I think it unlikely that it is spam simply because it is not asking you to do anything or to give any information.
