Ordered 2 sims. I got one but other Sim still not arrived and has been over 5 days.

I requested a new sim but am worried that sim I got has been blocked. with both sims I planned to create a group plan. Should I have ordered 1 sim first then ordered a 2nd sim to create a group plan.
