Can't add new users to group..

I'm creating a group with 4 members, and I have the required PAC codes. I've added myself as the first SMARTY account, entered my number and PAC, then added my wife as a group member and entered her number and PAC. However, the account now says "Awaiting number...", so I can't add any more group members.

I can see my wife as a group member, which also says "Awaiting number...". It seems odd that I was able to add my wife to the group, but no other members. The payment information was successfully set up for both of our accounts.

Do I have to wait for our SIMs to be activated before adding more group members? I'm guessing it's a glitch? It just seems strange that I can't add any more members to the group.
