Cannot make a new Google account

What the exact problem is, i'm on my PC trying to make a new Google account, and so after making the email name and password, a QR code comes up to progress and verify.
So i scan with my Iphone, it generates a text message, but i it won't send. I just get a message in red saying Not Delivered.
MichaelPh_88902 I have just tried this by attempting to create a new account. The text is sent via an ordinary 07xxxxxxxxx type of number so not sure why there has been an issue EXCEPT, in my case, it said that my number had been used too many times. I guess they mean that I have enough gmail accounts?
But is it giving you a QR code link, like it does me every time?
And that's been the only option to verify.
